The central budget recorded a HUF 5.5 tln shortfall, while social insurance funds were HUF 245.9 billion in the red; separate state funds posted a surplus of HUF 7.3 bln.
The ministry said a European Union transfer expected by year-end had been delayed to the first half of January due to a liquidity squeeze in Brussels, adding HUF 248 bln to the 2023 deficit.
Interest expenditures rose by HUF 584.7 bln to HUF 4.2 tln.
Tax and contribution revenue grew 8%, including a 9.5% increase in consumption tax revenue.
Spending on public transport and utilities rose by HUF 344.5 bln to HUF 2.7 tln, while expenditures on the regulated household utility price scheme remained nearly unchanged.
