Tárkányi said waste was not labeled to indicate its type, while the packaging of some types of waste carried labels only in a foreign language.

During an on-site inspection, no signs or labels were found at collection points identifying them as such.

In the absence of proper labeling, some types of waste were collected together based solely on their physical appearance, while there was no signage in the building indicating the hazardous nature of the waste, Tárkányi said.

Access to the building was unrestricted and the facility was not properly secured, he added.

The facility also failed to maintain an operations log, while the records presented did not include the dates when waste was deposited at or removed from the on-site collection point.
