The questions, cleared by the National Election Committee in August, were challenged on the grounds that one affects commitments resulting from international contracts and the other fiscal matters, both prohibited from being addressed in referenda. The clarity of both questions was also contested.
The referendum questions – "Do you agree that Parliament should declare void the 2021 act on the Foundation for Fudan Hungary University and the transfer of assets to the Foundation for Fudan Hungary University?" and "Do you agree that the longest period jobseekers' benefits may be transferred should be 270 days?" – were both initiated by Budapest Mayor Gergely Karacsony.
Plans to build a local campus for Fudan University at a brownfield site in the south of the capital have been a source of contention between the government and opposition politicians who argue it would reduce the area for student dormitories also designated for the site.
Jobseekers' benefits in Hungary are paid for a maximum of 90 days at present.
