Besides charging students, the study suggests that a targeted student support system comprising loans, non refundable subsidies and deferred payments that will cover the actual costs of studies should also be introduced. According to the World Bank, weaker-performing elementary and high school students should be aided in meeting admission criteria. For university studies, grants should be given to cover subsistence and study expenses for those with lower incomes, who can’t afford to study otherwise. Hungary spends less on a university student than Bulgaria, the Czech Republic, Poland, Romania and Slovakia, but more that Estonia, Latvia, Lithuania and Slovenia. Tuition can help universities educate more people, and also lessen the amount of taxes.
