According to a statement by the ministry, Hubai said increasing and frequent water shortages resulting from the lack of rainfall has been affecting a significant part of the country for years.
This threatens the competitiveness of domestic agricultural production and the maintenance of the prices of agricultural products at a tolerable level, he added.
To overcome water shortages the involvement of agricultural producers in water conservation has become a priority.
Because of this the ministry has decided to launch a tender for farmers supporting the creation and maintenance of wetlands serving to conserve surface waters, he said.
Applications will be open from February 19 until March 11.
