Based in California, Tilesch will oversee AI and global strategy and support the company’s international expansion.

The appointment forms part of a long-term strategic partnership with the California-based PHI Institute for Augmented Intelligence, which Tilesch founded and leads.

Working with Netlock’s owners, Bálint Lévai and András Somkuti, Tilesch will help shape the company’s AI strategy, set development priorities for future AI product features and support international growth. The company aims to expand its role in infrastructure supporting digital authenticity and verification.

Tilesch has more than 25 years of professional experience, including senior leadership positions at Microsoft, EY and Ipsos, according to the announcement. He has also advised state leaders, governments and Fortune 50 companies.

He has lived in Silicon Valley since 2010 and focused exclusively on AI since 2015. He founded the PHI Institute to advance AI applications that serve the public interest.

“Trustworthy use of artificial intelligence requires us to define the rules governing its operation within a clear framework,” Tilesch said.

“We have the right to articulate how our identities, work and decisions are represented in this new world shaped by artificial intelligence. The mission of California’s PHI Institute is to ensure that AI strengthens human self-determination and serves the public interest. The strategic partnership with Netlock creates an exceptional opportunity to put this mission into practice by building infrastructure that anyone can rely on.”

Somkuti, Netlock’s CEO, said international growth required a deep understanding of global trends and a strategic approach to innovation.

“George’s international experience and outstanding expertise in artificial intelligence will help us achieve this goal,” he said.

“Our goal is for trust in the age of artificial intelligence to be more than a promise: it must be a provable fact,” added Lévai, Netlock’s chief marketing officer. “With Dr. George Tilesch joining us, we can also draw on his AI expertise from California to achieve our vision of restoring trust in the digital world.”

Product Offering Set to Expand

Netlock, which has nearly three decades of experience, came under new ownership in February 2026 when Somkuti, a former president of Docler Holding, and Lévai, owner of the BioTechUSA group, acquired the company from its previous owners.

Following development work, Netlock launched its revamped platform in September. Its current offering includes qualified electronic signatures, know-your-customer (KYC) services, digital identity solutions and a comprehensive document management system for Hungarian businesses and individuals.

The company said it plans to expand its range of solutions further.
