The document, in English, is based on the Széll Kálmán programme which was presented by the government on March 1.
The document lists “First Strike” measures aimed at cutting administrative costs in nine areas in the first half of 2011. They include managing complimentary reporting requirements and registries, reducing administrative burdens related to employment and supporting job creation, rationalising tax accounts and transfers, changing the frequency of returns on certain smaller taxes, reducing the burden of product fees, correcting the overlap of data requirements between the tax and customs office and the social insurance system, streamlining Hazard Analysis and Critical Control Points (HACCP) regulations, revising auditors’ obligations and rationalising the mandate of authorities to control and impose fines.
The ministry estimates administrative costs in Hungary come to about HUF 800 billion a year or 3.1% of GDP.
