The ECRI also acknowledged the adoption of a police hate crime protocol that aims to enhance hate crime investigations, as well as efforts to improve Roma inclusion through a national strategy.

The report expressed concern, however, over the adoption of legislation and amendments to laws that "seriously undermine the human rights of LGBTI people."

The report states that political and other public discourse in Hungary has become "increasingly xenophobic" and has taken on "highly divisive and antagonistic overtones" in recent years.

The ECRI addressed recommendations to the Hungarian authorities on conducting an independent review of legislation impacting groups of concern to the ECRI, including LGBTI persons, and on enhancing the capacity of law enforcement agencies to identify and address racist and LGBTI-phobic hate speech and hate crime by providing more targeted and practical training.
