The amended budget targets a deficit of 7.5% of GDP, well above the original 3.7% target but below the 8.3% gap that the bill says would have resulted without a change in government.
The preamble says fiscal measures by the former Fidesz-KDNP government were “sacrificed on the altar of political campaigning,” leaving the original 2026 budget “completely detached from reality.”
It identifies campaign spending, unfavorable state contracts, unchecked and wasteful spending, European court decisions on illegal tax measures and weaker-than-planned GDP growth as the reasons for a 3.1 percentage-point deviation from the original deficit target.
The preamble also highlights measures already taken by the Tisza government to reduce the budget gap by around HUF 400 bln.
The bill projects year-end state debt at 77.5% of GDP in 2026, up from 74.6% in 2025. According to the proposal, the debt ratio could begin declining again after 2026.
The amended budget targets a general government deficit of HUF 7.110 tln, with expenditures of HUF 49.026 tln and revenue of HUF 41.916 tln.
