Szijjártó said Ukraine's decision to cease transit deliveries of crude from Russia's Lukoil was "unexpected" and "unfriendly".
He noted that the Lukoil deliveries accounted for one-third of Hungary's crude imports and 45% of Slovakia's, threatening both countries' energy security.
He said the step by a candidate for EU membership against two EU members was "unacceptable" and "incomprehensible".
He added that the situation had been stablized with "temporary solutions" but the security of the countries' crude supply couldn't be ensured in the mid-term without the Lukoil deliveries.
