The number of fatal accidents rose to 84 last year from 64 in 2020, the paper said.
The ministry acknowledged the increase in the numbers last year but told the paper they don't "deviate significantly" from those from the previous 10 years.
The ministry added that the data is impacted by the number of employed, which reached record levels last summer.
