Emese Danks said that the criteria for granting per capita government assistance to providers of these services will include universal accessibility and professional and economic efficiency. Where there are too few eligible recipients to make the whole range of services available, she said, the government will support the higher quality ones. The welfare minister will have the final say on the services that will be supported, but will base his decision on a committee proposal, Danks said.
