KDB also instructed Autóbusz-Invest to call new tenders for the buses. Autóbusz-Invest announced on behalf of Volán’s regional units a tender for delivery of 115 (+/-13%) 12-meter suburban buses in January. The tender was suspended, however, in February, at the request of two of the participants, Scania and Central European Bus Holding. The participants complained of the technical specifications of the tender, which excluded offers for low-floor buses, even though Hungary will be soon required to phase out buses with higher floors under EU laws protecting the equal rights of people with disabilities.
Participants also protested Autóbusz-Invest’s requirement that bidders supply a 75-day bank guarantee, even though the period during which binding bids were in force was just 60 days.
