That will be a 42% increase from last year’s 11.9 billion-ruble investment last year, Sibur said yesterday in an e-mail. Petrochemical production will increase 3.8% to 14.7 million tons this year from last year. Refined gas output will rise 4% to 12.6 billion cubic meters. The company „will start preparations to build new production units in the Tobolsk, Nizhegorod and Tomsk regions,” it said yesterday. Sibur plans to increase petroleum gas refining to 20 billion cubic meters a year by 2011 to cut flaring and pollution. Petroleum gas, or associated gas, is pumped along with oil. Some companies have to burn the gas as because no infrastructure exists at remote fields to transport and refine it. Since the Soviet Union began exploring for oil in western Siberia in the 1970s, companies have burned at least 200 billion cubic meters of gas, enough to fuel the European Union for about eight months at 2005 levels of consumption, according to Sibur.
