János Lázár said a six-lane road connecting the airport with the capital’s inner districts would be built by the end of 2028, while a rapid rail link, with an underground stretch of 2-3 km, would be completed by 2035, cutting travel time to 15-20 minutes.
He added that a third terminal could be added at Ferenc Liszt by 2035.
Lázár put the cost of all three investments at EUR 2.5 billion, including EUR 1 bln for rail investments, EUR 500 million for the 12 km road upgrade and EUR 1 bln for the new terminal.
He added that passenger turnover at the airport was expected to double to 40 million by 2035.
National Economy Minister Márton Nagy said the rapid rail link would cost HUF 3,000-4,000 to ride, making it a competitive alternative to taking a cab. He added that the investment would be undertaken in the framework of a concession contract for which an international tender would be called.
Nagy said an additional 27 km of rail line could be built between Budapest’s District X and the settlement of Monor, on the outskirts of the capital.
The EUR 1 bln link would access Hungary’s main railway network, allowing passengers to reach the airport from Debrecen or Győr, he added.
Nagy said the state would recoup its investment in the upgrades within 15 years. Passenger numbers at the airport are expected to approach 20 million in 2025, up from 17.6 million in 2024, while cargo volume could climb 50%, he added.
Nagy outlined an agreement on the establishment of a holding company including airports in Debrecen and Sármellék, in addition to Ferenc Liszt, as well as air traffic control company HungaroControl. He added that a new cargo airport could be established at a location other than the capital in the mid-term.
Nagy said the developments could boost the tourism sector’s contribution to the economy from 15% to 18% of GDP.
