GVH launched a probe of two Slovakian companies in the summer and found Yzer wrongly suggested to consumers that sales of the vaping products at its Hungarian-language webshop were legal.
The competition office noted that remote sales of vaping products are illegal in Hungary.
GVH said Elf Bar vaping products are "especially harmful" because of their popularity with young people.
