Lázár said the aim was to allow travel free of charge to Hungarians over 65 and under 14.
The fare system would also be changed to benefit vulnerable social groups as well as teachers and healthcare workers, he added.
The proposal will be discussed again at a cabinet meeting on December 19, Lázár said.
