Orbán warned that there is "no end in sight" to the war in Ukraine.
"This war presents a continuous danger for Hungary, it puts our physical security at risk and endangers the economy as well as the energy supply and material security of families," he said. "We see that the war and Brussels' sanctions can lead to economic turmoil and drastic price rises," he said, adding that the world is "on the precipice of an economic crisis."
"Hungary must stay out of this war and must defend the material security of families. That requires room for maneuver and the ability to act immediately," Orbán said. "The government, acting on its right enshrined in the Constitution, is declaring a state of emergency due to the war from midnight today. Similarly to the state of emergency introduced during the period of pandemic defense, it will allow the government to react immediately and use all available tools to defend Hungary and Hungarian families," he added.
Orbán said he would announce the government's first decisions today.
