Companies below the revenue threshold would continue to pay 9%. The bill’s authors said the rates would not apply progressively.

Submitted to lawmakers late Tuesday, the proposal would also eliminate tax preferences linked to support for spectator sports teams.

Research and development deductions would be restricted to spending on taxpayers’ own research facilities or services provided by universities, microbusinesses and SMEs. The deduction rate would increase from 10% to 20%, while large companies would qualify only if their R&D spending increased by a specified amount.

The innovation contribution rate would rise from 0.3% to 0.5%.

The bill would leave the windfall profit tax on banks and other financial companies unchanged, including deductions linked to government securities purchases. Insurers’ sectoral tax would move from progressive rates to a uniform rate.

For retailers, the rate in the second-lowest tax bracket would increase from 0.15% to 0.45%.

The proposal would also raise the financial transactions duty exemption threshold for retail and postal transactions from HUF 50,000 to HUF 150,000. At the same time, the maximum duty per transaction would increase from HUF 20,000 to HUF 30,000.
