The government will significantly overhaul the regulation of priority investments to ensure that economic development no longer overrides environmental, nature‑protection, and urban‑planning rules, Minister of Transport and Investment Dávid Vitézy said in a Facebook post.

Under the new framework, any priority project that violates environmental regulations can be blocked from receiving new construction or other permits for at least six months, or until the violation is fully remedied. The revised architectural law introduces guarantees to prevent large industrial developments from bypassing local and environmental considerations, sending a clear message that priority status will not mean exemption from compliance.

The first projects affected include the CATL battery‑cell plant in Debrecen, the Samsung battery factory in Göd, and the SK On Hungary plant in Iváncsa, while the previously planned chemical‑industry development in Soroksár and Gyál will lose its priority designation. The government will also review all existing priority industrial projects to ensure uniform rules for domestic and foreign investors alike.
