The bill contains provisions that would “improve fiscal sustainability”, including ones to harmonize rules on the Fiscal Council with a constitutional amendment removing the body’s right to veto budget drafts, to require justification for expenditures that are not earmarked for specifically defined purposes, and to require disclosure and transparency for reallocations and extraordinary government measures.

The bill would also limit the period during which the government may sumbit the budget bill to lawmakers to the month of October.

The bill would revoke the government’s right to issue ad hoc resolutions on expenditures exceeding thresholds contained in the budget.
