Hubai emphasized that the most effective drought mitigation strategy is water retention, which the government is actively promoting through various subsidy programs for farmers and agricultural communities.

This year alone, artificial irrigation will be established on a significant portion of land, with the government targeting 400,000–500,000 hectares within the next two to three years.
