GRECO monitors the compliance of its 49 member states in an effort to ensure that “the legislative process is regulated in an adequate way and that it provides for openness and transparency as a main rule.”

The report noted that “members of parliament, judges and prosecutors all enjoy immunity in the strict sense (inviolability) in respect of all criminal offences.” GRECO has suggested that these privileges be reduced to the extent that officials are still able to carry out their necessary functions.

This was seen as a way to eliminate the potential for corruption. Along with evaluation questionnaires, existing data and information from civilians, GRECO’s evaluation team (GET) carried out an on-site visit to Hungary between October 27-31. For more information on recommendations made by GRECO the report is available here.
