The parliament also approved changes affecting the Hungarian Development Bank (MFB).

Lawmakers approved with 180 votes in favor, no votes against and eight abstentions an amendment to the law on uncovering the secret service activities of the communist regime and establishing the Historical Archives of the State Security Services. The amendment sets up an advisory committee to assist in the review of classified documents.

The justification states that the review process must involve the public, particularly experts conducting scientific research in this field. The committee will provide concrete recommendations to support the review activities of classifiers and inform the public.

The committee will consist of 13 members: a chairperson, eight opposition civilian experts and four members from the national security services or with national security experience and expertise. The opposition parties will agree on the selection of two civilian experts. All committee members will be subject to national security screening. Unlike the chairperson and members nominated by the services, civilian experts will receive remuneration for their work.

Parliament also approved a bill submitted by Tisza representatives suspending the performance evaluation system for teachers for the 2025/2026 academic year. The bill passed with 135 votes in favor, no votes against and 53 abstentions.

The justification for the proposal states that the current performance evaluation system for teachers is inadequate, as it neither reflects the values of modern educational theory nor is suitable for measuring actual performance.

The proponents argue that it is justified to develop a new performance evaluation system that, with the involvement of relevant professional and interest protection organizations, ensures a genuine and fair assessment of the performance of teachers and those directly supporting their work in a professionally grounded manner.

Meanwhile, parliament approved other bills on harmonizing amendments to certain laws affecting the financial sector and an amendment to the law on the Hungarian Development Bank, as well as the repeal of the law on providing a loan to prevent the bankruptcy of the Budapest municipal government.

During the parliamentary debate on the proposal, it was stated that conditions must be created to ensure that EU funds brought back by the government reach the people. The main goal is to access and allocate Recovery and Resilience Facility funds to serve the domestic economy, ensuring that all public funds are used transparently, accountably and for genuine economic development purposes.

To use these funds, MFB’s capital will be increased. The conditions for the capital increase include a reform of the bank’s management.

The new operational model for MFB will include independence from the government, transparency in the bank’s operations, the open and non-discriminatory selection of financial intermediaries and fund managers, earmarked use of RRF funds and regular audits by independent auditors.

The law will also remove provisions allowing the cabinet to assign tasks to MFB through government decrees.
