At an emergency meeting attended by 258 lawmakers in the 450-seat legislature, the parliament said the president’s order to dissolve the parliament was untenable and it opposed an illegal early parliamentary election. The parliament issued a statement that voiced concern for the possibility of conflict once the defense department and the army are involved. In a TV interview on Monday, Ukraine’s Defense Minister Anatoliy Grytsenko denied that they have mobilized army forces and improved combat preparedness.
The current political turmoil in Ukraine emerged last month when 11 lawmakers from pro-presidential factions defected to Prime Minister Viktor Yanukovich’s ruling coalition, moving it closer to a 300-seat, veto-proof majority in the parliament that could allow Yanukovich’s allies to change the constitution. Ukrainian President Viktor Yushchenko called the defections illegal, saying the law permits only blocs, not individual lawmakers, to switch sides. The president issued an decree on Monday to dissolve the parliament and hold early elections on May 27. Yanukovich has defied the order and brought his supporters into the streets of Ukrainian capital, where they have set up a tent camp and held daily rallies outside the Central Election Commission and on Independence Square.
