Gulyás said experts believe the fifth wave of the pandemic "is approaching an end".
The mask mandate will end from Monday; however, masks will remain mandatory in hospitals and in nursing homes, he said.
Exceptions for allowing employers to require inoculation of their staff will be made for the social and healthcare sectors, he added.
"We're phasing these [restrictions] out now, but naturally we don't know if there will be a sixth wave. If necessary, they may have to be re-introduced. However, today, virologists are more optimistic than at any time before," he said.
"If there is a sixth wave, most say that the symptoms of the wave could be milder," he added.
Gulyás said the healthcare state of emergency would remain in force to preserve the validity of earlier measures and to address the risk of a possible sixth wave.
