The government is "open to all recommendations" and doesn't exclude making further amendments to legislation, Navracsics said.
He added that the European Commission had not requested that Hungary join the European Public Prosecutor's Office (EPPO), but such a condition would not be rejected outright.
He put the chances of reaching an agreement on the RRF at "98.8%".
Navracsics said Hungary would probably need to decide this year on whether or not to take out credit in the framework of the RRF. From the policy aspect, taking out the credit would be warranted as Hungary's RRF plan is good and would improve the country's competitiveness. The credit conditions are also more favorable than market conditions, he added.
Navracsics said the government will submit all of its operative programs for the 2021-2027 funding period by July 31, adding that the EC has five months to assess them. European Commissioner for Cohesion and Reforms Elisa Ferreira has acknowledged that talks with Hungary have accelerated in the past weeks and are "progressing at a good pace", he said.
Asked whether Prime Minister Viktor Orbán's controversial comments on race mixing in Baile Tusnad, Romania, last weekend could influence the talks, Navarcsics said there were no concrete indications of consequences.
Navracsics also said the government has until August 22 to respond to the EC's rule-of-law concerns.
