The number of public procurement procedures edged up 1% to 7,964 during the period.
Construction contracts accounted for 32% of the value of public procurements and orders of goods for 41%. Services made up 27% of the total.
The value of construction contracts fell to HUF 910 bln from HUF 2.706 tln in the base period.
Microbusinesses and SMEs won 58% of contracts in terms of value and 80% in terms of numbers, the report shows.
The share of single-bid procedures was 6% for contracts with values under the threshold for inclusion in the EU's tender system and 26% for contracts with values over the threshold. Those ratios were higher, 8% and 35%, respectively, applying the European Commission's methodology.
The number of negotiated procedures stood at 251 in 2023 compared to 208 in the previous year.
The number of bids in public procurement procedures averaged 7.6 in 2023.
