According to the proposal, birth certificates would need to include oneʼs “gender at birth”. This data would remain unchangeable and replace “gender” in the civil registry.
The proposal defines “gender at birth” as “the biological sex determined by primary sexual characteristics and chromosomes”.
Quoting an administrative law expert, Index.hu says that the change would affect newly issued ID cards, driving licenses, and passports, as these official documents would display “gender at birth”.
The report adds that transgender people will no longer be able to register their chosen names, meaning that changing names on official documents in order to reflect oneʼs gender identity will also be disallowed.
