New home building permits numbered 17,353 last year, 39% down on 2009.
Historically, new permits have always outnumbered new buildings, though this pattern changed for the first time in 2009, KSH said.
New home construction dropped the most in Budapest, by 40%, and was down 28% to 35% in other parts of Hungary.
After still rising in H1 2010, new permits fell in Budapest 13% over the whole year from 2009, and were down 50% on average in other parts of the country.
Half of building orders came from individuals and half from companies, while the role of local authorities was still insignificant, KSH said. Accordingly, about half of the new homes were built for sale, while rent is still insignificant.
Registered construction companies built 86% of new homes last year after 81 % in 2009, owner-occupiers built 11% last year after 13% in 2009.
