Hungary's new government will be formed 1-2 days after the prime minister is elected, Gulyás said.
He added that Prime Minister Viktor Orbán would nominate Máté Kocsis to continue as the parliamentary group leader of Fidesz.
The Fidesz-KDNP alliance won 135 mandates in Hungary's 199-seat parliament in general elections on April 3.
Gulyás acknowledged Hungarians who exercised their right to vote at the polls.
Hungary's new parliament will meet for the first time on May 2.
Gulyás said the government will propose an amendment to the constitution to expand the situations in which a state of emergency may be declared to include humanitarian catastrophes and wars in neighboring countries.
The war in Ukraine "could last for months or even years", according to "realistic scenarios", he added.
He said the current state of emergency in place because of the pandemic will expire on May 31.
