The newspaper noted that the development minister will also be in control of non-public-procurement contracts worth more than HUF 50m for such organizations.
Quoting the relevant government decree, the paper said it will be the responsibility of the minister to approve and control procurements, but the decision can also be taken by the state secretary in charge of asset management policy. The related duties and the record-keeping for public procurements will be performed by the National Development Ministry.
The paper said public procurements are to be placed under total control as, prior to announcing tender results, the organizations concerned will have to send a summary of the results of the procedure to the National Development Ministry as well as all submitted documents of the applicant planned to be announced as the winner. Based on this, the development minister gives his view on the public procurement and only then can the organization calling the tender announce the results.
