Minister's go-ahead required for public procurements from April 1

All public procurement procedures by central budget-funded institutions, state-owned companies and foundations supported with state funding must first be approved by the national development minister, under a decree effective April 1, the National Development Ministry told MTI on Monday.

The decree gives the minister the power to delegate an observer for any public procurement procedure. The minister will also have the power to carry out an audit during any part of the public procurement process.

The companies and institutions covered by the decree are to submit a plan for public procurements each year and must produce an account of closed and ongoing public procurement procedures each quarter.

The decree aims to boost the efficiency of state procurements and reduce costs, the ministry said.
