Hungarian Roma facing "climate of fear", says AI

Roma continued to face violent attacks and discrimination in Hungary, and lived in a climate of fear last year, Amnesty International (AI) said in its annual human rights global report. The world's largest human rights organization said that in 2010 Hungarian NGOs reported further attacks against Roma people and international human rights monitoring bodies raised concerns over "structural shortcomings" of the Hungarian criminal justice system's response to hate crimes. These shortcomings, AI noted, included a "lack of capacity" to recognize and investigate hate crimes, no specialized training or specific guidelines for police and investigators and no effective measures to "map the nature and scale" of the issue.
