KDB re-opens prison tender

The National Prison Service Headquarters' (BVOP) early summer decision to cancel a public tender for Hungary's first prison to be built in a PPP scheme was against the law, the Public Procurement Arbitration Committee (KDB) found and reversed the move, allowing the tender to proceed, business daily Napi Gazdaság reported. The committee investigated the matter following a complaint by Szeged-based Kész Kft, which had submitted the best bid but failed to secure a contract for the construction and subsequent operation of the facility in Tiszalök, eastern Hungary. The tender had been called off due to a minor administrative oversight that could have been easily remedied, according to Napi Gazdaság. With its Ft 16.7 billion bid, Kész was in a pole position when the tender was canceled, with the consortiums headed by Wallis Real Estate Rt and OTP Real Estate Rt following behind, while the fourth participant did not submit a binding offer.
