General contractor WHB on Wednesday allowed the capital to take over the complex, in line with a decision by the Municipal Court of Appeals.
The court ruled on June 19 that the contractor had to turn over CET.
The move allows the local government to complete construction and open the center to visitors, the Office of the Mayor said. Unpaid sub-contractors may also get their money, it added.
CET was to have been completed in August 2010, but construction was halted last spring during the technical transfer of the complex.
